I was playing with blitz today. Fella had 180 odd planes with transport boats and units. I attacked it about 6 times, but each time he avoided the attack, even though he remained well within the range of my bombers. how is this done?

You probably didn't have enough troops to block his movements and attack him. More troops more chance of blocking.

It was in a stack with bombers, so I couldn't tell how much it was. I did ask him how he was doing it, he just said it was easy but wouldn't tell me how. At first I thought maybe I just wasn't in range, but I was using blitz at the time. I know it can happen when they attack cities as well, but this was over open water. I attacked, his unit stack moved on as if not attacked, and my planes would be sat in the new position. I got him in the end, but only after he landed in Korea.

tb - Turn-Blocking - The action of prioritizing your moves so that your first move is aimed at stopping an opponent's stack from moving.
This is because of turn prioritization. What you tried to do was to move and hit the enemy stack before the enemy had the chance to move. Which stack moves first is usually determined by the move priority you make at the beginning of your turn. This is called turn blocking. It does not mean that whoever moves their units the fastest as the beginning of the turn has the advantage, it just depends on the number of moves you make.
