Propose Change - does it even work now?

If there is only one proposal, I have the option to accept or close. Close is the same as accept. The only way a proposed change does NOT go through is if somebody is afk and did not start turn, or there are multiple proposed changes at the same time and somebody clicks accept on another one.

I recall it used to work - but now it seems pretty pointless, anyone can ram any change through.

If most of the players in the game click on accept then the settings are changed no matter what.
