No Winner after game ended

All lost the game. Is this as intended or a possible bug?

eagle had most SP but egzo capped him turn 49

alliances: eagle+modelt; vril+egzo

If you cap him turn 49, he should of normally won my most sp, but he lost on that turn (assuming it was 2 turn cap)
and because vril was still alive, all the sp should of gone to him on turn 50, making him the winner, but because he lost he couldn't get it

what i think should happen is that it should be given to the next highest sp, but obviously the game isn't coded that way because this is a extremely rare situation and was overlooked.
