Players list while spectator doesn't work

Hi, Aristosseur made note of this bug but I didn't see it myself until I was a spectating a game. It seems that you can't open the players list (which I use to check the clns of players) during country pick if you're a spectator, but it works as soon as the game starts.

If anyone can confirm this as well that'd be great.
