Scenic Countries

Whenever I try to add a background country (no cities, non-playable) it always asks me to add a capital city when saving and then removes it afterwards when I uncheck the enable box of the quickly created "New City" cities.
Would it be possible to add a scenic option in the country options to pick "Scenic" which removes necessity for any cities and makes the country have a darker shade, like in AW main?

If I use a no-go border then the country can't be labelled...
