Basically for any kind of scenario, If in doubt go Imp, if you're not expecting to do much other than stack a few cities and move between them then PD is also good. But anything else where you expect to be moving units around a lot then Imp it is mate.

Just push deep in. You're pd so your stack cant be killed. You have 9 def per prussian inf, 10 def vs main attack in your gen stack. Russia has to keep kiev stacked and you just take what he doesnt defend.

It's Iron Fist, not the least due to the two generals you get and the way they offset the range penalty.
