I checked out the interview. I think that the problem in the promotion may be that becuase FB is so large in variety, you can't get much out of it, becuase there's too large of a variety of people. I may have found this game from facebook, but that was becuase I organized my advertisements to give me something interesting.
....I'm trying to think of a suggestion but your right. promotion is hard.
Maybe you can try some game sites that have similar strategy games or just game sites in general like amorgames, kongregate, and addicttinggames. (not sure if they don't accept silverlight, so then... GL there)

I found AfterWind on the Silverlight showcase, which I used to regularly check for intresting Project - strangley having found this one that habit has rather ended.
