Possible new movement bug

Today in a game I merged three different stacks into one stack, that had plenty of rang to hit Warsaw. However whenever I tried to hit the city the units "landed" right next to it and a weird zero popped up. For this one turn I just simply could not hit the city, wonder if anyone else has experienced this problem before?
